SEER2 is the updated efficiency rating standard for residential air conditioners and heat pumps, in effect since January 2023. SEER2 uses a higher external static pressure during testing (M1 standard), which produces ratings about 4.5% lower than the older SEER metric for the same equipment. A SEER 14 unit is roughly equivalent to SEER2 13.4.

It tests under a higher external static pressure (the M1 standard), which produces ratings roughly 4.5% lower than the old SEER number for the same equipment. A SEER 14 unit is approximately SEER2 13.4. Federal minimums in 2026: SEER2 13.4 in the North; SEER2 14.3 in the Southeast and Southwest. Anything below the regional minimum cannot legally be installed new.
